The integration of artificial intelligence (AI) into various aspects of human life has brought immense benefits but has also posed significant ethical, legal, and societal challenges. Despite numerous global efforts to establish AI ethics and principles, criticisms about their abstractness, lack of enforceability, and failure to prevent risks have emerged. This study critically examines the failures of AI ethics and legal regulations, highlighting the limitations of current frameworks in effectively managing AI-induced risks. The research emphasizes the importance of internalizing AI norms by fostering shared ethical values, establishing actionable guidelines, and promoting collaborative governance among stakeholders. By exploring the interplay between ethical principles, legal regulations, and societal expectations, this paper proposes a multi-faceted framework to ensure that AI norms are not only formulated but also operationalized in real-world scenarios. The findings underscore the need for adaptive and integrated approaches to enhance the accountability, transparency, and sustainability of AI governance in rapidly evolving technological landscapes.
