This study aims to define the data-driven economy from an industrial economic historical perspective, examine its characteristics, analyze the conflict patterns that have emerged with the advent of the data economy, and present policy recommendations to address these trust issues. First, the data-driven economy is defined from an industrial economic historical perspective as "an economic system that has emerged since the late 2000s, following the knowledge-based economy, where data becomes the primary object of economic rent-seeking behavior." Based on this definition, the study demonstrates that the sources of conflict in the data economy are centered around trust relationships in the production, distribution, and ownership of data, and characterizes these factors as internal and external. Finally, as policy recommendations to address these conflict elements, the study proposes the input of national resources, the establishment of rights and obligations among data stakeholders, and the cultivation of expert groups/institutions capable of interpreting data and applying it to policy.
